Why
The study counted motorcycle crash deaths from the Fatality Analysis Reporting System across all 50 states from 1999 to 2015. It sorted states by whether they had universal helmet laws, partial helmet laws, or no helmet laws, then ran regressions to see which laws tracked with fewer deaths. A dead rider is a dead rider. Anyone can count that. The law a state passed is a public fact anyone can verify. The database was built to record crashes, not to prove helmets work. If universal helmet laws had produced no difference in death counts, the coefficients would have shown nothing, and the claim would have died right there. No instrument in this study presupposes the conclusion. The outcome, the exposure, and the comparison are all independent of each other.
