Why
They wrote a survey with 26 knowledge questions about food safety. Each question had one correct answer. The correct answers are the ones that recite germ theory doctrine: pathogens on raw meat, cross-contamination, proper cooking temperatures to kill organisms, freezing to stop pathogen growth. They gave the survey to 577 people and scored each person against that answer key. Anyone who scored below 70% was labeled insufficient. Anyone above 70% was labeled good. Most people scored below 70%. The study concluded that people need more food safety education. The education they need is the model. The study graded a population against the model, found the population did not conform, and called the non-conformity a knowledge gap. That is the model confirming itself through its own answer key. The survey questions are real. The scores are arithmetic. The standard that defines correct and incorrect is the model.

Why
Germ theory treats raw meat as inherently dangerous because it might carry what the model calls pathogens. Those claimed pathogens have never been independently shown to cause a specific illness through a full causal chain without confounders. This study assumes the danger is real, builds an answer key from that assumption, and grades a population on whether they have memorized the doctrine. The model treats symptoms of illness as caused by organisms on the food, rather than asking why one person gets sick and another does not from the same meal. The terrain of the person eating the food, their digestive health, their nutritional status, their environment, all of that disappears. The food is the problem. The education is the solution. People who eat raw meat as a cultural practice and do not get sick are treated as ignorant of risks they have never experienced. The study never asks whether the risk is real. It assumes the risk, grades people against the assumption, and declares them deficient. That is the model evaluating the population and calling non-conformity a gap to be filled with more of the model.

Food-handlers that obtained a total score ≤ 17 points were considered to have "insufficient" knowledge and those that had scores ≥ 18 points (≥70% accuracy) were considered to have "good" knowledge of food safety.
